Background

Establishing a National Forest Monitoring System (NFMS) is a complex scientific, technical, and institutional undertaking that underpins climate reporting, sustainable forest management, and transparency under international frameworks such as REDD+. Many countries face persistent capacity gaps, particularly in institutional coordination, technical expertise, and long-term system sustainability. These challenges often limit the effectiveness of otherwise robust monitoring efforts. To address this, the Food and Agriculture Organization (FAO) develops the NFMS assessment tool under the Capacity-Building Initiative for Transparency in the Forestry Sector (CBIT-Forest), building on the Voluntary Guidelines on National Forest Monitoring (VGNFM) and integrating global best practices and field experience.
